PAS 420:2014

What is this PAS about?

It deals with how to put a management system in place to manufacture safe home and/or personal care products (HPC). 

Who is this PAS for?

• All organizations involved in the manufacture of HPC products and/or the raw/packaging materials involved in their manufacture
• Relevant regulatory bodies 
• Retailers of HPC products
• Users of HPC products

Why should you use this PAS? 

It specifies requirements for establishing, implementing and maintaining a home and/or personal care (HPC) product safety management system and associated prerequisite programmes (PRP). 

This system takes a fully integrated risk-based approach to the manufacture of HPC products and also addresses the raw/packaging materials used in their manufacture, therefore covering the entire supply chain of the manufacturing process. 

The benefits of such an approach include:

• Fewer product recalls, minimizing unnecessary cost and reputational damage
• Better management of staff and improved competency of key personnel
• A reduced need for inspection by regulators
• Potentially reduced need for audits by retailers or other customers
• Uniformity across an organization in terms of addressing product safety

The requirements of the PAS aim to help manufacturers identify hazards and critical control points as well as develop plans to mitigate against those hazards.
