The purpose of the instrument transformer is to step down the voltage & current of the AC system because the level of voltage & current in a power system is extremely high.
BS EN IEC 61869‑10 is applicable to newly manufactured low-power passive current transformers with analogue output for use with electrical measuring instruments or electrical protective devices having a rated frequency from 15 Hz to 100 Hz.

Instrument Transformers are used in AC systems for the measurement of electrical quantities i.e., voltage, current, power, energy, power factor, frequency. Instrument transformers are also used with protective relays for the protection of the power system. The low-power passive voltage transformer GSER 3 measures direct, alternating and mixed voltages e.g., motor management, power quality analysis and protection purposes.
BS EN IEC 61869‑10 provides guidance for low-power passive current transformers (LPCT) which are based on passive technologies without any active electronic components. They have an output signal proportional to the primary current, for example, iron-core coils with integrated shunt as a current to voltage converter (primary converter) or they can have an output signal proportional to the derivative of the primary current, air-core coils (Rogowski coils).
