The UK Government Department for Energy Security and Net Zero (DESNZ) is committed to raising the standard of delivery of energy retrofits and continues to sponsor the development and revisions of the PAS 2035/2030 documents.
PAS 2035 is a specification, with guidance, covering all the elements involved in the energy retrofitting of existing homes and PAS 2030 specifies requirements for installing energy efficiency measures in existing homes.

PAS 2035 specifies requirements for retrofit of dwellings, including:
PAS 2035 also specifies requirements for advising building occupants about improvement options appropriate to their homes, and the efficient and appropriate use and maintenance of their retrofitted homes as well as for monitoring and evaluating retrofit projects when appropriate, and feeding back lessons learned to all parts of the supply chain, including the building occupants.
PAS 2030 specifies requirements for the installation of energy efficiency measures (EEM) in existing dwellings. It includes requirements on installation processes, process management and service provision and criteria relating to installation methods, equipment, tools, product or system and material suitability, the commissioning of installed measures and the training, skills and vocational qualification of the people undertaking such installation.
PAS 2030 also includes information to assist retrofit installers to fulfil their responsibility to ensure the effective co functioning of EEM installed in the same dwelling.

The role of PAS 2035/2030
PAS 2035 and PAS 2030 play a pivotal role in supporting several key schemes in the UK aimed at enhancing energy efficiency and reducing carbon emissions.
These standards are instrumental in facilitating initiatives such as Eco 4, which promotes energy-efficient home improvements; the Social Housing Decarbonisation Fund, designed to improve the energy performance of social housing below EPC C; the Home Upgrade Grant, which provides energy efficiency measures and low carbon heating to low-income, off gas grid households, and the Great British Insulation Scheme, which focuses on improving insulation across domestic homes.
During the transition period of 18 months, any projects initiated before the transition will be allowed to continue under the previous standards, ensuring a smooth and phased transition to the new PAS 2035 and PAS 2030 standards, thereby maintaining work continuity while aligning with updated requirements.
