Improving productivity in major built environment programmes and projects is essential to the development of UK infrastructure, as emphasized by the UK’s 10-Year Infrastructure Strategy. This includes efficiency to deliver the scale of work and effectiveness to achieve desired outcomes.
Yet, construction productivity lags the wider UK economy in terms of output per hour worked, as seen in data from the Office for National Statistics.
PAS 4010 is designed to improve productivity in built environment infrastructure development and delivery throughout the lifecycle and right across the value chain. The PAS recognizes that productivity is influenced by decisions made throughout a project's lifecycle, from early planning and procurement through to delivery, operation, maintenance and retrofit.
It specifies requirements for managing and improving the productivity in infrastructure projects, including in the provision of new projects and/or programmes of work, as well as the management or retrofit of existing assets and networks.
The standard:
While the specification sets out a key role for clients and asset owners in managing a strategy for productivity management, it is intended for use by the entire infrastructure value chain.
It sets out specific requirements for each type of stakeholder, including asset owners/clients, designers, contractors, subcontractors, and suppliers.

PAS 4010 provides a practical framework for improving how built environment infrastructure programmes and projects are planned, delivered, and continuously improved. By helping organizations reduce inefficiencies, errors, and rework, it can support better use of investment, resources, and capability across the built environment sector.
The standard also promotes a more consistent and scalable approach to improvement by encouraging organizations to share lessons learned, adopt best practice, and identify opportunities for innovation, repeatability, and standardization. In addition, it supports the integration of wider objectives, including climate change mitigation and adaptation, waste reduction, and carbon reduction, helping organizations improve outcomes while supporting more sustainable delivery.
It has attracted strong industry support, including a letter of support signed by 15 Chief Executives from leading UK infrastructure contractors and design consultants during its public consultation. PAS 4010 is also backed by the influential Infrastructure Client Group (ICG) in their Client Commitments for Productivity Improvement initiative.
To help organizations understand and implement PAS 4010, the Institution of Civil Engineers (ICE) has produced supporting guidance. It helps organizations utilize the requirements of the standard to take practical action, supporting the adoption of productivity management practices, and helping drive better outcomes across infrastructure programmes and projects.
