What is PAS 1899 – Electric vehicles accessible charging about?

To help build an inclusive EV charging infrastructure in the UK, PAS 1899:2022 specifies requirements for the provision of accessible public charging for electric vehicles (EVs).

Who is PAS 1899 – Electric vehicles accessible charging for?

Anyone involved in procuring and providing public chargepoints, including:

  • Chargepoint designers, manufacturers and installers
  • Chargepoint operators, landowners and chargepoint hosts
  • Built environment owners and managers
  • Urban design professionals
  • Transport infrastructure planners and procurement officers (including within cities and local authorities)
  • Highway engineers and highway authorities
  • Landscape professionals
  • Owners of existing public chargepoints

What does PAS 1899 – Electric vehicles accessible charging cover?

PAS 1899 specifies requirements for the provision of accessible public chargepoints for electric vehicles to all potential users, including, for example, disabled people and older people. The PAS primarily covers requirements for conductive charging (i.e. plug-in charging), with wireless/inductive charging addressed where relevant.

PAS 1899 focuses on light duty vehicles such as cars and vans due to their greater spatial needs and requirement for dedicated infrastructure. It covers:

  • The physical aspects of the environment surrounding fixed chargepoints (e.g. kerb height, ground type)
  • The location, placement and spacing of chargepoints within the streetscape/public realm and relative to other infrastructure and/or objects
  • Factors to be taken account of in the design and specification of accessible chargepoints and their more immediate surrounding areas (e.g. height of chargepoint, cables and cable management systems, bollard spacing, interface tilt, colours used, accessibility of language within communications, weight and ease of use of the equipment)
  • Digital information, signals and indicators provided

Best practice is subsequently provided within this PAS, both for enhanced accessibility for all public chargepoints, and for chargepoints specifically located beside accessible parking bays.

The PAS covers both tethered and non-tethered chargepoints, along with chargepoints that can be attached to existing street furniture such as lamp posts, or bollards as well as wall-mounted chargepoints with multiple sockets (for example used in car parks).

NOTE 1: PAS 1899 solely covers inclusivity and accessibility of public chargepoints, and should be used in combination with other standards addressing the installation and connection of public chargepoints in general, as referenced throughout this PAS.

NOTE 2: Although PAS 1899 is developed for use in the UK, it might also be suitable for international use.
