PAS 2009:2024 gives guidance on increasing digital maturity in government organizations, including their internal operations, external interfaces and service delivery.

It provides a digital maturity framework that builds on the United Arab Emirates (UAE) Telecommunications and Digital Government Regulatory Authority’s Digital Government Maturity Model Framework (DGMMF), as well as taking into consideration many other existing maturity model frameworks. The UAE’s DGMMF was developed with the help of the University of Albany, New York State, USA.

PAS 2009:2024 also describes six dimensions for government organizations to address in order to develop their capabilities with respect to digital technologies, and supplies helpful reference material, including digital government case studies from around the world.
