BSI Flex 2073 v2.0 is part of our Zero Emission HGVs and Infrastructure Standards
Programme, which supports decarbonization of the road freight industry and related
infrastructure. The standard, sponsored by Connected Places Catapult (CPC) and
funded by the Department for Transport, supports the roll-out of hydrogen mobility in
the UK by addressing gaps in guidance on refuelling sites and operations.
BSI Flex 2073 v2.0 provides practical recommendations on the design and
implementation of gaseous hydrogen refuelling systems for various hydrogen service
levels and fuel grades intended for heavy-duty vehicles.
It covers the entire lifecycle of refuelling sites, including design, manufacture,
installation, operation, maintenance, and decommissioning. It prioritizes safety
recommending risk assessment techniques and risk mitigation measures and
highlights the importance of competency of personnel.
BSI Flex 2073 is a standard, developed with the inputs and insights of industry experts,
which draws upon current good practices and guidelines to provide a comprehensive
set of recommendations and references.
It is also the world’s first code of practice that addresses the challenges and risks
associated with operating mobile hydrogen refuelling systems, referencing and
expanding on existing guidance for static systems and how they relate to mobile
applications.
This BSI Flex is applicable to designers, manufacturers, installers, operators, inspectors,
and maintenance personnel of hydrogen refuelling systems for heavy-duty vehicles,
light commercial vehicles, and non-road mobile machinery (NRMM) applications.

The guidance included in this standard is being developed iteratively, using our Flex
process, so they can be refined over time in line with new experience and research. The
standard is currently open for public consultation until 25 September 2025, and we
welcome your feedback which will inform projects.
