What is PAS 8671 - Competence of individual Principal Designers about?
PAS 8671:2022 is part of BSI’s Built Environment Competence Standards (BECS) programme, to provide an agreed, common approach for industry to embed building safety competence for design, construction and building management.
PAS 8671 establishes and agrees the competence requirements for the role of Principal Designer following the framework set out in BSI Flex 8670.
Who is PAS 8671 - Competence of individual Principal Designers for?
Anyone interested in understanding the competence thresholds for managing the duty-holder functions of the Principal Designer duty-holder role. This includes people in the UK’s legislatures with devolved powers and in countries outside the UK.
Additionally, this PAS is for persons assessing Principal Designer competence, including:
- Awarding bodies
- Professional institutions
- Education and training providers
- Certification bodies
PAS 8671 may also be used by:
- Built environment designer organizations to evaluate staff members
- Individual designers to understand their own competence to work as a Principal Designer
PAS 8671 may also be used by those connected to the delivery and governance of the built environment, including:
- Clients and other duty holders
- The Building Safety Regulator and other enforcing authorities

What does PAS 8671 - Competence of individual Principal Designers cover?
PAS 8671 specifies the Principal Designer duty holder’s areas of competence as:
- Behavioural competence
- Legislative and regulatory framework for compliance
- Management of design work compliance and
- Technical framework for compliance
PAS 8671 also specifies:
- The minimum competence thresholds needed by Principal Designers to manage Principal Designer duty holder functions
- The additional competence thresholds needed to work on HRBs
Annex A includes information and guidance for competence assessors and awarding bodies, and for reviewing existing competence. Annex B sets out how the PAS maps to BSI Flex 8670.
